Yes. The Washington State Office of the Insurance Commissioner is clear that you have the right to select your own contractor to complete work on your home. Your insurer may recommend contractors from a preferred vendor list, but it cannot require you to use them. You can accept insurer-dispatched emergency mitigation and still choose a different company for the rebuild.
Mitigation is the emergency phase — board-up, tarping, water extraction, structural drying, and smoke and soot cleanup. Reconstruction is the rebuild that returns your home to its pre-loss condition: framing, electrical and plumbing repair, drywall, cabinetry, flooring and paint. They are separate scopes, usually billed separately, and often handled by different companies.

For essentially any reconstruction work, yes.
